We are seeking a highly
skilled and experienced Chief Procurement Officer with a proven track record in
managing procurement functions within parastatals in Kenya. The ideal candidate
will be responsible for overseeing all aspects of procurement activities,
ensuring efficiency, compliance, and cost-effectiveness in the acquisition of
goods, services, and works. The Chief Procurement Officer will play a pivotal
role in driving strategic sourcing initiatives, fostering supplier
relationships, and implementing best practices to optimize procurement
processes within the organization.

Key Responsibilities:

     Develop and implement
procurement strategies aligned with organizational goals and objectives, taking
into consideration the specific requirements and regulations applicable to
parastatals in Kenya.

      Lead and manage the
procurement team, providing guidance, mentoring, and support to ensure
effective performance and adherence to procurement policies and procedures.

      Oversee the entire
procurement lifecycle, including but not limited to sourcing, tendering,
contract negotiation, supplier selection, and contract management, to ensure
timely delivery of quality goods, services, and works.

      Institute periodical
management inspections every six months to assess utilization and control of
supplies

      Maintaining procurement
records in accordance with the Public Procurement and Asset Disposal Act (2015)
and Regulations (2020)

      Collaborate with internal
stakeholders, including department heads and project managers, to understand
their procurement needs and requirements, and provide strategic advice and
solutions to meet those needs efficiently and cost-effectively.

      Advising on the following:

      Reliability of suppliers
based on past dealings with them

      Ability of suppliers to
provide credit where necessary

      Ability of suppliers to give
warranties where applicable.

       

      Ensure compliance with
relevant legal, regulatory, and statutory requirements governing procurement
activities, including procurement laws, policies, and guidelines applicable to
parastatals in Kenya.

      Implement robust procurement
controls and risk management measures to safeguard the integrity of procurement
processes, prevent fraud, corruption, and conflicts of interest, and promote
transparency and accountability.

      Develop and maintain a
comprehensive database of suppliers, contracts, and procurement records, and
utilize relevant procurement systems and tools to streamline procurement
operations and facilitate reporting and analysis.

      Monitor and evaluate
procurement performance against key performance indicators (KPIs), identify
areas for improvement, and implement corrective actions to optimize procurement
processes, reduce costs, and enhance efficiency and effectiveness.

     
Represent the organization in procurement-related matters,
including negotiations with suppliers, participation in tender evaluation
committees, and engagement with regulatory authorities and oversight bodies as
required.

Qualifications and Experience:

     Bachelor's degree in
Procurement, Supply Chain Management, Business Administration, or a related
field. A Master's degree is preferred.

      Professional certification in
procurement and supply chain management (e.g., CIPS, CPSM) is highly desirable.

      A minimum of 8-10 years of
progressive experience in procurement management, with at least 5 years of
experience in a senior leadership role overseeing procurement functions within
parastatals or public sector organizations in Kenya.

      Demonstrated knowledge and
understanding of procurement laws, regulations, and policies applicable to
parastatals in Kenya, as well as familiarity with international procurement
best practices and standards

Very conversant with government tendering processes and documentation

.

      Must be between 35-45years of
age.

      Proven track record of
successfully managing complex procurement processes, including sourcing,
tendering, contract negotiation, and supplier relationship management, with a
focus on achieving value for money, quality, and compliance.

      Strong leadership and people
management skills, with the ability to inspire, motivate, and empower teams to
achieve excellence in procurement performance and service delivery.

      Excellent communication,
negotiation, and interpersonal skills, with the ability to build and maintain
effective relationships with internal and external stakeholders at all levels.

      Analytical mindset with
strong problem-solving skills, attention to detail, and the ability to think
strategically and make data-driven decisions to drive continuous improvement in
procurement operations.
