The Risk Management Office Somalia supports the safe and effective implementation of GIZ
projects across Somalia through a state-of-the-art security risk management system in order to minimize the risks faced by GIZ staff members and projects.
The SRM advisor will be responsible for supporting day to day operational tasks and ensure compliance with GIZ Minimum Security Standards across all six duty stations for GIZ
Somalia
He/she will work with the RMO Somalia project to ensure GIZ’s security risk management system is implemented at the national level.
follow up on the implementation of specific sections of GIZ’s minimum security standards are implemented in the country of assignment and are updated every six months specifically covering the area of Medical Support, Security Information and Structures, Communications, Trainings & Briefings and Protection of Properties and ensure compliance across all six duty stations in Somalia
İmplementation of Standard Operating Procedures (SOP) in the field of Dispatch, Tracking and Fleet coordinator.
Assists the RMO in implementing the country-specific security risk management strategy
Work to establish and set up the RMO Fleet Management Section
Coordinate a team of drivers
Coordinate a variety of drivers, dispatch personnel and tracking personnel tasks
Organise and dispatch vehicles according to a schedule and coordinate an effective use of vehicles in daily operations (planned collections, arranging and coordinating visits,
airport transfers and VIP transfers) Assist with technical vehicle inspections maintenance and driver training and other task as required by the RMO
Fleet Management & Dispatch
Manage and coordinate staff travels in GIZ vehicles working with the Operations Room, SOKO and various projects
Manage and coordinate the vehicle fleet for GIZ Somalia portfolio within the various duty stations.
Monitor the spare parts management and procurement as well as the digital records of vehicle life cycles (service intervals, repairs, insurance, mileage, etc.).
Makes the calculation of fuel & oil consumption / costs ensure that in the final bill monthly operating costs
Maintain and organize records for the fuel & oil consumption per vehicle for administrative purposes.
Ensure vehicles are maintained, services and repaired in a timely manner using
professional mechanicsEnsure the Minimum-Security Standards for Vehicles are in place across all duty stations
Supervise and quality assure the drivers in terms of trainings and occupational health and safety
Review the logs books and working with SOKO ensure journeys are appropriately booked to the respective PNs.
Trainings & Briefings
Organize all briefings for all international, national staff, visitors and consultants
Conducts briefings for induction events
Organize various medical related trainings for GIZ Somalia personnel
Organized and follow up with fire safety and other emergency evacuation procedures for all offices working with the National RMAs at the respective duty stations.
Conducts regular trainings with regional security focal points and project security focal points regarding SRM issues, the Minimum-Security Standards and regular tasks.
Develops and conducts trainings for contracted security guard
Security Information & Structures
Follows up with incident reports, provide immediate response and assistance where necessary and after care support.
Assists in the formation of situation-oriented standard operating procedures based on GIZ’s security risk management system.
Works with the other team to update risk assessments based on GIZ’s security risk management system (once a year).
Updates the various travel lists and lists for BMZ approval to extreme risk duty stations.
Emergency Communication: Drafts emergency alerts and sends them out via EMNS to inform staff concerning relevant Risk Communication.
Analysis:
Able to draft various Information Reports, Alert Reports and Advisory Reports concerning relevant developments in Somalia.
Medical Support
Ensures all drivers are first aid trained by organising regular trainings
Ensures staff at all offices are first aid trained and organising regular trainings liaising with training providers
Procures and follows up on medical related equipment for GIZ Somalia portfolio including vehicle first aid kits, office first aid kits, advanced first aid kits and Emergency Trauma Bags.
Protection of Properties
Ensure all offices adhere to health and safety standards as require by GIZ Corporate Unit
Conducts office Site Security assessments and provides recommendations to mitigate risks to staff safety and security with follow up.
Regional Operations Responsibilities across the Federal States of Somalia
Continuously monitors the security situation in project areas across Somalia
Follows up on the implementation of country-specific requirements of GIZ’s minimum security standards within these regions
Implements geographically based security risk assessments (rolling updates as the situation evolves)
Provides support to projects on aspects related to security risk management as part of project design and implementation
Implements daily security risk management activities at the operational level
Travels to respective duty stations to provide additional support and resilience when there are missions or absences by NRMAs;
Other SRM Related Task
Support programmes in mission planning in compliance with corporate SRM standards, give mission approval together with Risk Management Adviser (RMA)
Facilitate incident responses together with the International Risk Management Adviser (RMA).
Administrative tasks within the RMO such as draft procurement and purchase requests.
Liaise with other organizations and local institutions, facilitate exchange network
Able to provide analysis and recommendations given the Somalia context and impact of portfolio project implementation.
Qualifications and specialist knowledge
Security related courses and training would be considered an asset.
Valid driving license
Minimum of 2 years experiencing working in dispatch with a GIZ
Regional experience working in EMC or Africa region
At least 3 years professional experience in field of safety and security or law.
Minimum of 5 years’ experience working with GIZ in the field of SRM.
Additional competences and other knowledge
Profound computer skills, including Microsoft Office applications (Excel and Access), EMNS and IDA and SharePoint
Very good command of English language in all terms
Very good working knowledge of ITC technologies (office communication, computer, data entry and maintenance, phone, inter-/intranet, mapping)
Proven ability to work under stress and time pressure, frequently outside of normal office hours.
Proven internal and external communication skills.
Discretion, flexibility, commitment and dedication.
Organization, thoroughness and great attention to detail.
Should have good Intercultural skills
