Background
Kenya has a long-standing history of hosting refugees with a current population of over 700,000 persons, with Daadab Refugee Camp hosting 47% of this population, while the Kakuma Refugee Camp and Kalobeyei Settlement together host 39%. The remaining 14% are hosted within major urban centres including Nairobi, Mombasa and Eldoret. Kakuma Refugee Camp, located in Turkana County, was established in 1992 to accommodate refugees fleeing conflicts and persecution from neighbouring countries, particularly South Sudan, Sudan, Somalia, and Ethiopia.
In collaboration with the Government of Kenya, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), implements the "Promoting Employability and Entrepreneurship in Turkana West" (ProSEET) project.
This initiative focused on Turkana West, aims to enhance socio-economic self-reliance in a region marked by limited employment opportunities, especially for youth. The following three components will contribute to achieving a.m. objective;
Improving the conditions for socio-economic self-reliance of youth in the refugee community and host population. Information relevant to the labour market will be processed and made available to the target group
Improving access to target group-oriented employment-generating skills training.
By strengthening capacities, local government and private sector stakeholders will be supported to expand business-related services and target-group-specific support for
micro-entrepreneurs.
The ProSEET project aims to support the efforts of the Government of Kenya's Department of Refugee Services (DRS) in Kakuma, where they oversee and coordinate various refugee-related activities. While the Kenyan government, along with partners and stakeholders, plays a pivotal role in providing assistance and protection to refugees, the effective management of refugee camps and service delivery necessitates continuous monitoring, coordination, and support. The Programme Advisor seconded by GIZ will support the DRS Kakuma office in monitoring ongoing refugee and host community programmes within the camp, developing a harmonized dashboard for programs and supporting a coordinated approach to refugee response.

Your tasks
Support DRS Kakuma to monitor and evaluate ongoing refugee and host community programmes within the Kakuma Refugee Camp and Kalobeyei Settlements
Identify target groups and objectives of programmes and identify overlappings,
interferences and linkagesConduct regular field visits to assess programme implementation, identify challenges,
and propose solutions for effective intervention.Support in regular coordination meetings with partner agencies to discuss programme
updates, challenges, and opportunities for collaboration.Assist in activities related to the rollout and implementation of the Shirika Plan
within the Kakuma Refugee Camp.Prepare regular reports on programme monitoring findings, highlighting achievements,
challenges, and recommendations for improvement.Provide advisory and recommendations, strategies and action plans for the
operationalisation of Nexus Humanitarian Aid, Development and Peace and Global
Compact for RefugeesProvide technical assistance and capacity-building support to DRS staff on programme
monitoring and knowledge management best practices.
Your Profile
Advanced degree in International Development, Monitoring and Evaluation, Political
Science, Social Sciences, Public Administration, Education, Business Administration or a related field.Demonstrated work experience in situations of forced displacement working across development and humanitarian processes of governments, international agencies, donors and multilaterals. Experience in Kakuma will be an advantage.
Relevant professional experience implementing projects, monitoring, and evaluation.
Experience working with political partners and providing policy advice to partner
governments in the field of forced displacement.Excellent communication and interpersonal skills, with the ability to build effective
working relationships with diverse stakeholders.Flexibility, excellent organizational, analytical, conceptual, and coordination skills;
Diplomatic skills in political sensitivity, and problem-solving skills, ability to work under pressure.Ability to work independently and as part of a team in a challenging environment.
